Ignition Interlock Devices: Requirements and Compliance in Arizona

An Ignition Interlock Device (IID) is a breath-testing unit that is installed in a vehicle to prevent it from starting if alcohol is detected on the driver’s breath. In Arizona, IIDs are a mandatory condition for most DUI-related license reinstatements—even for first-time offenders.

Under A.R.S. § 28-3319, drivers convicted of DUI are required to install an IID on any vehicle they operate, and they must maintain it for a specific period depending on the type of DUI offense.

Mandatory IID Periods in Arizona:

First-time DUI (standard): 12 months
Extreme DUI (BAC 0.15% or higher): 12 to 18 months
Super Extreme DUI (BAC 0.20% or higher): 18 to 24 months
Aggravated DUI: 24 months or longer, depending on the offense and court order

The Arizona Department of Transportation (ADOT) oversees the ignition interlock program, and non-compliance can result in license re-suspension or extended IID requirements.

What Does an IID Do?

The IID requires the driver to provide a breath sample before starting the car. If the device detects alcohol above a preset limit (usually 0.02%), the vehicle will not start. Random rolling retests are also required while the vehicle is in motion to ensure continued sobriety.

Installation and Maintenance:

– IIDs must be installed by an ADOT-approved provider
– The driver is responsible for all installation and monthly calibration fees
– Monthly maintenance checks are required to ensure proper operation
– Tampering with or attempting to bypass the IID is a criminal offense and can lead to additional charges and penalties

– Failing a breath test (even residual mouth alcohol can trigger a fail)
– Missing required retests
– Skipping maintenance appointments
– Attempting to drive without providing a valid sample
